From three flats to forty-eight: the scale of Chelmsford schemes
Chelmsford City Council's register recorded 392 commercial applications, 246 change-of-use applications and 24 commercial-to-residential applications in the twelve months to its latest snapshot. Among the recent prior approval requests are upper floors of Class E buildings becoming seven and nine flats, Class E space forming 15 apartments, a scheme of 48 apartments, and an office converting into three houses.
The larger proposals take the conversation beyond a typical small bridge. A 48-unit scheme needs a lender comfortable with significant loan sizes, a full professional team and a detailed sales or letting strategy.
Funding a large office or Class E conversion
For bigger schemes we look to lenders on our panel that handle large commercial bridging loans, including private credit funds. Expect the lender to:
- commission a full valuation with both current and gross development values;
- appoint a monitoring surveyor to approve each works drawdown;
- review the prior approval conditions and building regulations route;
- stress-test the exit on more than one scenario, such as a phased sale or a block refinance.
Day-one LTV is typically assessed on the current value, with works funded on top. Smaller schemes of a few flats follow the same logic on a lighter scale.
Retained or rolled-up interest on a long programme
On a conversion that takes a year or more, monthly interest payments can strain cash flow before any flats are sold. Most bridging lenders will retain or roll up the interest so nothing is paid until the loan is repaid. The trade-off is a larger gross loan. Our guide to retained versus rolled-up interest shows how each option changes the numbers.
Chelmsford's market and the route out
Land Registry data to 30 June 2026 records a median price of £400,000 across all property types in Chelmsford, from 2,830 sales, with prices unchanged on the year. The city's Great Eastern Main Line service to London and its role as Essex's county town give lenders confidence in buyer and tenant demand, but each valuation still rests on local comparables.
Typical exits are phased unit sales, refinance onto portfolio buy-to-let lending, or a commercial mortgage where the ground floor stays in business use. Compare the cost of bridging against a term loan with our bridge versus mortgage calculator. If you or your family will occupy one of the flats, the case may become regulated lending, which we refer on to a firm directly authorised by the Financial Conduct Authority.
