Large buildings, small units: what Sheffield's register shows
In the 12 months from 7 October 2025, Sheffield City Council's register recorded 101 commercial applications, 52 change-of-use applications and 15 commercial-to-residential proposals.
Within those, the range of scale is striking. Recent proposals include commercial buildings converted into 73 apartments and 46 apartments under prior approval, next to much smaller work such as a fourth-floor office becoming two apartments, upper floors turned into a single flat and a ground-floor shop converted to a studio.
Funding a whole-building conversion
A conversion into dozens of flats is closer to development than to a simple bridge. Lenders will typically fund the purchase on day one and release money for works in stages, with a monitoring surveyor checking progress. They will want:
- the prior approval decision and any conditions
- a costed schedule of works and programme
- a contractor and professional team with relevant experience
- evidence of end values or rents for the finished units
Our pages on large commercial bridging loans and office to residential finance explain how these cases are structured. Prior approval considers matters such as natural light, noise and fire safety, so confirm the detail with a planning consultant before you commit.
Smaller Sheffield conversions and shop units
The single-flat schemes are financed differently. Turning a shop into a studio or uppers into a flat is usually light enough that a lender will bridge the purchase while you fund works yourself, then refinance or sell. If the shop stays trading and the uppers become flats, the building is semi-commercial. Where you or a family member will live in that flat, the loan may be regulated, so we introduce you to a firm directly authorised by the Financial Conduct Authority.
See our page on bridging loans for shops for how lenders view retail units on their own.
Market data and the exit lenders will test
HM Land Registry data to 30 June 2026 shows a median price of £209,250 across all property types in Sheffield, from 7,174 transactions over 12 months, with prices 0.4% lower year on year. A flat market is not a barrier, but lenders will look harder at your sale prices and allow less room for optimism on a large block.
For bigger schemes, a phased exit is common: sell some units, refinance the rest onto investment mortgages. Our exit strategy guide shows how to present that clearly.
