Change of use dominates Luton's commercial filings
The current Luton Borough Council register export holds 414 commercial applications, 351 change-of-use applications and 21 commercial-to-residential applications. Recent examples include a business unit becoming four apartments, a lower ground floor of Class E space turning into a single flat under Class MA, a beauty salon reverting to office use while the floor above becomes a two-bed flat, and an office building having its roof raised to create four larger flats.
Several owners are also using certificates of lawfulness to confirm a proposed use is allowed before they spend money on it. Lenders like that kind of certainty.
Deals we arrange in Luton
- Vacant units. Empty shops and offices are hard to mortgage. A bridge buys them, funds the works and gives you time to let or sell. See vacant commercial property finance.
- Bridge to let. Where a building will be held once let, a lender can agree the bridge and the term refinance together. Our commercial bridge to let page explains how.
- Small conversions. One to four flat schemes over or behind commercial space, often with a retained ground-floor unit.
- Capital raising. Owners raising funds against an unencumbered building to buy the next one.
Whichever route fits, we look at the building, the works and the exit together before approaching lenders, so the terms you receive reflect the actual plan rather than a generic product.
Light or heavy works: why it changes the lender
Raising a roof or adding dormers is very different from new kitchens and decoration. Lenders split refurbishment into light and heavy, and the line usually falls at structural work, planning and building regulations sign-off. Heavy schemes need a monitoring surveyor, staged drawdowns and a more experienced borrower. Our light versus heavy refurbishment guide sets out where that line sits.
The Luton market and your exit
Land Registry data to 30 June 2026 gives a median price of £300,000 across all property types in Luton, from 2,307 sales, with prices flat on the year. Luton's position on the M1, its airport and its Thameslink and Midland Main Line services give lenders a broad base of occupier and investor demand to consider.
Common exits are refinancing to a buy-to-let or commercial mortgage, or selling individual flats. Planning to live in part of the building yourself, or to house a close relative there? Then the loan may be regulated, and our role is to introduce you to a firm directly authorised by the Financial Conduct Authority.
