Leeds planning activity in numbers
Leeds City Council's register recorded 1,118 commercial applications, 663 change-of-use applications and 60 commercial-to-residential proposals in the 12 months from 7 October 2025.
Land Registry data to 30 June 2026 gives a median price of £237,500 across all property types in Leeds, from 11,854 transactions over 12 months, with a 1.1% rise on the year. A large, liquid residential market sits underneath the office-to-home schemes in the register, which is what a sale exit relies on.
When the conversion has already happened
Two of the recent Leeds proposals are retrospective: offices on the basement, first and second floors already turned into three flats, with consent now being sought. Retrospective cases are common, and they matter to lenders. Until consent is granted, a valuer may treat the building as offices, or discount it, and many lenders will not refinance onto a term mortgage.
A commercial bridge can carry the property while consent and building control sign-off are regularised, then be repaid by sale or refinance once the paperwork is clean. Our bridging valuation guide explains how valuers treat unconsented works.
Types of Leeds office and Class E schemes we see
- Whole-building conversions of a detached office into a single house, including new access and landscaping
- Ground-floor Class E to residential, sometimes with heritage details such as stone bay windows reinstated
- Business (Class E(g)(i)) units to homes with new window and door openings
- Prior approval determinations for Class E space becoming several dwellings, including offices above a retained shop
For buildings where the uppers are converted and a shop stays at ground level, the end product is semi-commercial. Our change of use bridging finance page covers how lenders fund the move from one use class to another.
How Leeds lenders look at an office purchase
Leeds is an established financial, legal and professional services centre, and lenders are familiar with its office stock. That familiarity does not mean every office is easy to finance. Lenders weigh up:
- whether the building is let, part let or vacant
- the realistic value as offices if the conversion does not go ahead
- the planning route and how firm it is
- your experience of similar projects
Loan to value is commonly up to 70% to 75% on a first charge for standard commercial property. Where a building is a home you or a family member will occupy, the case is regulated and we introduce it to a firm directly authorised by the Financial Conduct Authority. You can check the likely loan on our LTV calculator.
