Keeping the ground floor, converting the rest
Swindon Borough Council's current register export contains 312 commercial applications, 256 change-of-use applications and 30 commercial-to-residential proposals.
Recent proposals include prior approval for a first floor and loft to become two flats with the ground floor kept as Class E; first and second-floor offices becoming one home with a ground-floor office retained; and a first-floor office turned into three studio flats with an extension. Alongside these sit larger and more varied schemes: offices to 21 dwellings under prior approval, and a former working men's club becoming an eight-bedroom HMO and five flats.
Why split buildings need careful lending
A building with a commercial ground floor and flats above is semi-commercial. Lenders value both parts, and they will want to know whether the ground floor is let, to whom and on what lease. A vacant shop beneath new flats can reduce value and narrow the refinance options.
Occupation of the flats matters too. If you or an immediate family member will live in one of them, the loan may be a regulated mortgage contract and we introduce you to a firm directly authorised by the Financial Conduct Authority. Our page on semi-commercial bridging loans covers both points in more depth.
Clubs to HMOs and larger office schemes
The working men's club scheme shows how a closed leisure building can become a mix of shared housing and flats. An HMO of that size needs planning permission and licensing, and lenders usually lend on a cautious value until both are in place. See HMO conversion bridging.
Office-to-dwellings schemes of 20 or more units are heavier. Lenders fund the purchase and a share of the works in stages, and will test the sales or refinance plan against local evidence.
Swindon prices and how lenders respond
HM Land Registry data to 30 June 2026 shows a median price of £271,000 across all property types in Swindon, from 3,719 transactions over 12 months, with prices 2.3% lower year on year. When prices are softening, lenders tend to be more conservative on end values and may lend a little less against them, so evidence your figures with recent local comparables.
Swindon sits on the M4 and the Great Western main line, which supports demand for business space and commuter homes alike, but each property is still valued on its own evidence. Check your likely borrowing with our LTV calculator.
